The 1.9.0 admin update failed with "release materialization failed" because the manifest listed schema 8 while the ZIP ships migration 0011. release_catalog.py requires manifest schema == highest migration number. Corrected to 11; ZIP and version unchanged (checksum deeee2b4… still matches). Verified the materialization check now passes.

release_catalog.py materialization requires manifest schema == max migration
number in the ZIP (0011_device_secondary.sql). Same version, ZIP unchanged.
